答案 A 吧 courteous 是礼貌的
题目中 whenever 应该改为 whoever ,后面 speak to 接的应该是对象人,而且 be courteous to sb 的话,应该 courteous 后面有个 to,所以我觉得应该改为：
The old man was always courteous to whoever he spoke to
