【答案】 staff和personnel各有几个不同的意思.当表示“某个组织中的所有工作人员、雇员”时,两者意思基本一样,细微的差别是personnel还可以指军队中的所有人员,而staff主要指企业雇员.除此之外基本可当作同义词；然而当两者取各自的其他意思时,含义则存在较大的不同：
　　除了表示组织的工作人员和雇员外,staff还可以指：
　　1,大、中、小学的管理人员,行政人员（the people who work at a school,college or university,but who do not teach students ）；
　　2,军队的全体参谋人员（a group of senior army officers who help a manding officer）；
　　3,拐杖；棍棒；权杖（a long stick used as a support when walking or climbing,as a weapon,or as a symbol of authority）；
　　4,作动词用,有“在…工作、任职于”（to work in an institution,a pany,etc.）和“为…配备职员”两种意思（to provide people to work there）.
　　要表达上述四个意思只能用staff,不能用personnel.
　　除了表示组织的工作人员和雇员外,personnel则还可以指公司中的人事部门（是一个部门,而非员工）（the department in a pany that deals with employing and training people）.此时只能用personnel,不能用staff.
