没听说,就是what,没见过还有that这样用的.
第二个是个定语从句,所以用that,主句是 the number of staff can be substantially reduced而that is needed for quality control 修饰the number of staff

在主语从句中，当主语不缺成分或宾语时，主语从句连词用that
当从句缺宾语或主语时，主语从句用wh-词，尤其是what
给你举个例子吧
That he knows the news is good。
其中he是主语① knows是谓语① the news是宾语 isgood 是谓语②
在这个句子中不缺成分所以用that
what he knows is good。
其中he是主语① knows是谓语①（he knows）是主语② is good 是谓语②
在这个句子中缺宾语 就要用what

清晰明了你给出的第一题是主语从句，用相同的方法分析句子结构你就可以知道他缺主语
