两种表达都是对的.而且其后都接动词原形.区别嘛,举个例：
Why shouldn't we smoke?(为什么我们不该吸烟呢?即不该吸烟的原因）
Why should we not smoke?(为什么我们不吸烟呢?即反问,为啥不那么做呢,我们该吸烟的）
