Few days ago, I read a report that a farmer in Beijing mitted an armed robbery and his purpose, to my surprise, was want to get free medical treatment.
The unidentified man have anemia, a blood disorder, and he needed regular blood transfusions, otherwise he will die anytime. But he is too poor to operate, so four months ago, he mitted armed robbery first time in order to collect money . unluckily, he was arrested on the spot and sentenced to seven years in jail. Four months later, considering his illness, the court ruled that he could serve the sentence outside prison in order to cure his illness. But he mitted another armed robbery in this period when he learning that medical treatment in prison is free!
This dramatic affair tells us again that crime stem from poverty mainly. Because without property, fearless. If a man have nothing, he won't care anything. so our country should invest much money to improve and perfect the system of social security, maybe this measure can not help the poor get rid of the embarrassed situation pletely, but at least can give them some shock absorption time to change the bad situation.

South African President Thabo Mbeki has pledged to create more jobs, improve social services, fight crime and bat AIDS in a wide ranging State of the Nation address. Mr. Mbeki delivered the speech Friday in Capetown at the opening session of the South African parliament. Correspondent Scott Bobb reports from our bureau in Johannesburg.

President Thabo Mbeki told South Africans in his nationally televised State-of-the-Nation speech that the country has consolidated freedom and democracy in the 13 years since the end of apartheid. And he said the underlying solution to most of South Africa's problems is economic prosperity.
None of the great social problems we have to solve is capable of resolution outside the context of the creation of jobs and the alleviation and eradication of poverty, Mbeki said.
He said these problems include the improvement of health, reducing crime levels and raising literacy and education levels. As a result, he said poverty eradication will continue to be a central part of the efforts to build a new South Africa.
Mr. Mbeki noted that South Africa's economy has grown at an annual rate
